Local Government Technology

Better technology for stronger communities.

Help residents find what they need, give employees better tools, simplify operations, and reduce the cost of disconnected government software.

Fawkes and Brilliance One bring the public website and internal operations closer together through modern websites, resident services, documents, communications, workflows, security, compliance, and a growing business operating platform built for organizations serving their communities.

Modern technology for local government and community services

Built Here. Serving Everywhere.

Alabama roots. Nationwide mission.

Brilliance One is being built in Cullman, Alabama for cities, towns, counties, public agencies, authorities, districts, and community-serving organizations across the United States.

Alabama Based

Our home is Cullman, Alabama, while the platform is being built to serve communities throughout the United States.

Veteran Owned + Operated

Service, accountability, responsibility, and long-term commitment influence how we approach both the company and the technology.

Entirely U.S.-Based Team

Brilliance is built and supported by employees based in the United States.

Community Focused

Our goal is straightforward: help government spend smarter so more resources remain available for the people and communities it serves.

Spend Smarter

Software should support community services—not consume the budget for them.

Local governments can accumulate separate contracts for websites, hosting, forms, communications, document systems, scheduling, resident engagement, accessibility tools, automation, and other software.

Brilliance One is being built around a different idea: bring more of the organization into one connected operating platform and reduce unnecessary software fragmentation.

Founder Advantage

Get in earlier. Keep more of the advantage.

The Brilliance One Founder Advantage Program begins with a $10,000 Founder investment, with annual Founder renewal pricing determined by the tier in which the organization joins.

For organizations currently carrying multiple recurring software contracts, the long-term difference can be substantial.

One Connected Foundation

Fewer disconnected systems. More connected government.

A resident should not have to understand which vendor powers a city service. Employees should not have to jump between unnecessary systems to accomplish routine work.

Public Website

Departments, services, officials, meetings, notices, documents, forms, community resources, and resident information.

Resident Services

Provide clear paths for questions, service requests, applications, registrations, forms, resources, and other community interactions.

Employee Operations

Support users, employees, projects, schedules, documents, communications, internal processes, and organizational workflows.

Documents + Records

Connect public and internal information with meaningful context, ownership, organization, permissions, and audit history.

Communications

Support clearer communication between departments, employees, residents, stakeholders, and the public.

Automation

Reduce repetitive administrative work while keeping people responsible for important decisions and public outcomes.

Resident Experience

Start with the question: "What does the resident need?"

Residents normally arrive because they need information, a service, a document, an answer, or a way to contact someone. The digital experience should help them get there quickly.

Find Information

Make departments, services, contacts, office information, FAQs, notices, and community resources easier to locate.

Complete a Task

Help people find forms, applications, permits, registrations, payments, requests, and other available services.

Follow Government

Organize meetings, agendas, minutes, notices, projects, ordinances, reports, budgets, and public documents.

Use Any Device

Build public information around responsive layouts, mobile usability, readable interfaces, and straightforward interactions.

For Residents

  • Clear public information
  • Accessible services
  • Mobile-friendly experiences
  • Forms and requests
  • Meetings and documents
  • Community resources
  • Easy contact paths

Connected inside.

Accessibility + Public Access

Digital accessibility is now part of the government technology conversation.

The Department of Justice's Title II web accessibility rule establishes WCAG 2.1 Level AA as the technical standard for covered state and local government web content and mobile applications.

Current federal compliance dates are April 26, 2027 for state and local government entities with populations of 50,000 or more and April 26, 2028 for smaller public entities and special district governments.

Accessible Interfaces

Readable content, keyboard access, visible focus states, sufficient contrast, responsive layouts, and understandable controls.

Accessible Forms

Labels, instructions, errors, controls, and submission experiences should be usable by residents with different accessibility needs.

Accessible Documents

PDFs, agendas, minutes, applications, notices, and other public files need accessibility consideration as part of publishing.

Ongoing Governance

New content can introduce new barriers, making accessibility an ongoing operational responsibility rather than a one-time launch project.

Security + Procurement

Public-sector software has to earn public-sector trust.

Government technology decisions involve more than features. Security architecture, access controls, data handling, auditing, accessibility, vendor accountability, continuity, and procurement requirements all matter.

Role-Based Access

Control which employees and administrators can access sensitive areas and functions.

Auditability

Maintain stronger accountability around administrative actions, important changes, and system activity.

Customer Isolation

Brilliance supports dedicated customer database architecture for organizations requiring stronger separation of their operational data.

Security Roadmap

Brilliance is being developed with government procurement, independent assurance, NIST-oriented controls, and broader public-sector security requirements in mind.

Responsible AI

AI should help government without removing human accountability.

Artificial intelligence is entering communications, documents, HR, resident services, analytics, automation, and everyday staff tools.

Brilliance is building toward centralized governance that helps organizations understand which AI systems are being used, what data they can access, what they are allowed to do, and who is responsible for the use.

2027 Governance Direction

Know it. Control it. Review it. Prove it.

  • AI system inventory
  • Approved AI use cases
  • Data classifications
  • Provider restrictions
  • Human oversight
  • Risk assessments
  • Approvals and controls
  • Evidence and audit history

Our direction includes support for ISO/IEC 42001-aligned AI governance and NIST AI risk-management practices as these capabilities are completed and validated.

Easier Procurement Conversations

Give decision makers the information they need.

Technology evaluation often involves leadership, finance, procurement, IT, legal, accessibility, department heads, and the employees who will actually use the system.

Clear Scope

Define what the organization needs, which existing systems remain, what can be consolidated, and what implementation should accomplish.

Predictable Cost

Understand platform costs, implementation requirements, usage-based services, and long-term pricing before making the decision.

Security Documentation

Provide appropriate security, architecture, privacy, data-handling, access-control, continuity, and technical information during evaluation.

Implementation Plan

Establish migration, configuration, testing, training, rollout, responsibility, and ongoing support expectations.

Integration Before Replacement

Not every existing system needs to disappear.

A government may already have specialized payment, utility, GIS, court, public-safety, permitting, financial, recreation, or other systems that continue serving an important purpose.

Where practical, Brilliance can become the connected foundation around those systems rather than forcing unnecessary replacement solely for the sake of consolidation.

Payments Utilities GIS Public Safety Permitting Finance Records Existing APIs

A Different Approach

Technology should make government easier to run and easier to use.

No Per-User Platform Pricing

Build around the organization rather than making every additional employee another platform-seat decision.

Public + Internal

Connect the public-facing digital experience with the deeper operational tools employees use behind it.

Built to Expand

Start with the capabilities the organization needs and add additional operational areas as requirements grow.

Community Economics

Reduce unnecessary technology overhead so more public resources can remain focused on residents, employees, infrastructure, and community priorities.

Local Government FAQ

Questions government buyers should be asking.

Is Brilliance One only a municipal website platform?

No. Fawkes can support the public-facing website while Brilliance One provides a broader operating-platform path for internal users, documents, scheduling, projects, communications, automation, and additional operational requirements.

Does Brilliance charge per government employee?

Brilliance One does not use per-user platform pricing. Certain consumption-based services, third-party services, implementation work, or specialized requirements may have separate costs.

Can Brilliance connect with systems we already use?

Potentially. Existing systems may be linked, embedded, connected through APIs, or retained alongside Brilliance when an appropriate technical integration is available.

What are the current ADA website requirements for local government?

The Department of Justice's Title II web accessibility rule establishes WCAG 2.1 Level AA as the technical standard for covered state and local government web content and mobile applications. Current federal compliance dates are April 26, 2027 for public entities with populations of 50,000 or more and April 26, 2028 for smaller entities and special district governments, subject to the rule's requirements and exceptions.

What is the Founder Advantage Program?

The Founder Advantage Program allows qualifying early Brilliance One customers to participate at Founder pricing, beginning with a $10,000 Founder investment and ongoing Founder renewal pricing based on the tier in which the organization joins.

Does Brilliance support AI governance?

Brilliance is developing centralized AI governance capabilities intended to help organizations inventory AI use, classify data, manage approved providers and use cases, establish controls, require appropriate human oversight, maintain evidence, and support ISO/IEC 42001-aligned and NIST-oriented governance practices as those capabilities are completed and validated.

Is Brilliance GovRAMP authorized?

Not currently. Brilliance is evaluating public-sector security requirements and the appropriate path toward stronger independent assurance as the government offering develops. We do not represent certifications or authorizations as complete until they have actually been achieved.
